Expansion of Gun Licensing Policy
In a significant development, Itamar Ben Gvir, Israel’s Minister of National Security, has authorized residents of 41 Jewish neighborhoods in Jerusalem to apply for gun licenses. This policy change potentially impacts around 300,000 Jewish residents who can now seek to carry firearms for personal protection.
Previously, gun licenses were restricted to those living near the separation wall, limiting access to a much smaller group. Since Ben Gvir took office in December 2022, over 240,000 Israeli civilians have obtained gun licenses, reflecting a notable shift in the government’s approach to personal security.
Context of Rising Violence
The decision comes amid escalating violence in the region, particularly following the outbreak of the Israeli war on the Gaza Strip. Ben Gvir has emphasized the need for residents to defend themselves, stating, “Especially amid the war and during Ramadan, Jerusalem residents have a basic right to defend themselves and their families.” His administration has seen a dramatic increase in the number of gun licenses issued, with over 330,000 Israelis holding licenses as of November 2025.
Ben Gvir’s policy has also been met with scrutiny. In 2023, the Israel Police launched an investigation into allegations of illegal gun license approvals linked to his office. Despite this, the approval rate for applicants has soared, with 99 percent now passing their shooting tests, partly due to the introduction of phone interviews.
Concerns Over Violence
Amid these developments, there are growing concerns about violence in the community. Since October 7, 2023, 53 women have been murdered by family members, marking a 33 percent increase in family-related killings compared to the period before Ben Gvir took office. This alarming trend raises questions about the implications of increased gun access in a volatile environment.
Ben Gvir has reiterated his stance on the necessity of firearms for self-defense, declaring, “My policy is clear: a weapon in the right hands saves lives.” He has actively encouraged residents to obtain gun licenses, asserting that “a weapon saves lives.” As the situation evolves, the impact of this policy on public safety remains to be seen.
