The Allahabad High Court has issued a notice to the Uttar Pradesh Government, emphasizing the urgent need to establish an OBC Commission ahead of the crucial 2026 Panchayat elections. This intervention aims to ensure adherence to Supreme Court mandates regarding OBC reservation.

The court has set a timeline for the state government, demanding an affidavit detailing the formation of the commission within three weeks. Advocate Moti Lal Yadav, who filed a contempt petition, highlighted that without this commission, the state cannot meet the Supreme Court’s ‘Triple Test’ criteria necessary for OBC reservations.

The upcoming elections are significant, as they will see 50 percent of total seats reserved for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs). However, if the OBC Commission is not formed promptly, it could delay local body polls until 2027.

The next hearing in this case is scheduled for May 19, 2026. The Public Interest Litigation (PIL) stresses that OBC seats must be allocated based on empirical data from a valid survey—something mandated by the Uttar Pradesh Panchayat Raj Act, established in 1947.

In a related celebration of local governance, the Poinguinim Panchayat received a Certificate of Excellence for achieving top scores in Local Sustainable Development Goals during this year’s National Panchayati Raj Day. Agonda Panchayat was also recognized for its outstanding commitment to waste management facilities.

The awards reflect a growing emphasis on sustainable practices within local bodies. Yet, as communities like Poinguinim and Agonda lead by example, they face challenges posed by potential delays in the electoral process due to administrative issues surrounding OBC reservations.

The urgency surrounding these developments underscores how critical it is for local governance structures to function effectively and inclusively. The state authorities have been accused of willfully neglecting compliance with previous court orders, raising concerns about accountability and representation in local bodies.

As preparations for the three-tier Panchayat elections ramp up from April to July 2026, officials are expected to clarify their strategies regarding OBC reservations. The next few weeks will be pivotal in determining whether these elections can proceed as planned or face further delays.
